The way of thinking of a school about the universe (ideology) is the basis of that school. The monotheist ideology with its five principles: monotheism, justice, prophecy, Imamat and resurrection make the basis of Shi’a thought. The principle of monotheism can be propounded in four fields of monotheism in self, attributes, worship and actions believing in which has many results in the monotheistic life and the social monotheistic life style so that according to the rule of “simple fact” all the things are displays of Allah and while diversity show unity and are away from selfness. Mankind is the representative of Allah and can be qualified by His attributes like just so that show justice in city building. Allah who is the creator of the universe learn mankind the best system and mankind shows in his works and actions what is representing the acts and attributes of Allah, and finally applies the ideological monotheism in action and directs the people in their social life to worship of Allah and relation with Him. The findings of this research which are achieved by a descriptive-analytic method show that monotheism affects the function of the individuals like city builders, i.e. the ideology of the city builders and the city administrators can affect their decisions about the model of the city so that they manage the design of the city correctly.
