"Free will" in the meaning that humans accept in a simple and superficial way is not realized. Many factors - consciously and unconsciously - are involved in the realization of the external action. In the current research, the point of view of Allamah Tabatabai (RA) and which stages he draws in the emergence of external behavior of a person and which internal or external reason he introduces as the reason for the direction of a person's behavior is discussed logically with an analytical method. The requirement to answer this question is to examine the origins of the action and the motivational factors affecting those origins, which collectively form the steps of the action. By studying Allamah's works and analyzing his statements, it is understood that every action preceded by a series of internal and external origins of perception is a stimulus kind that leads to the occurrence of the action through several stages (nine internal stages and two external stages). Internal factors include: soul powers, final causes, tendencies, perceptions, passion, will, active power, actions and soul characteristics. In addition, the external environment and divine guidance are also involved in the type of action and the motivation of the action. These origins and layers have a two-way effect with the factual action as an ascending and descending arc and have a direct effect on the understanding of the meaning of free will, the criterion of the voluntary action and its scope.
