This study adopts a theological–doctrinal approach to reexamine the concept of women’s growth and flourishing within the framework of Islamic anthropology. It seeks to offer a comprehensive, theologically grounded definition of feminine growth that goes beyond the statistical and managerial perspectives غالبly employed in macro-level policy documents. The central problem addressed is that in strategic documents such as Iran’s Seventh Development Plan, women’s growth and flourishing are often discussed without a clear theoretical foundation, whereas in Islamic theology, feminine growth is intrinsically connected to divine attributes such as justice and wisdom and to the teleology of creation. The article first examines the Qur’anic concept of growth and its philosophical analysis based on the theory of potentiality and actuality, and then elucidates its relationship with gender within the Islamic theological framework. The findings indicate that although men and women share the same human essence, their paths of growth are diverse and complementary in light of ontological differences. By critiquing both gender-neutralizing and gender-essentialist approaches, the study argues that women’s growth acquires meaning only within the context of authentic feminine identity. Using qualitative content analysis of theological and philosophical texts, the study demonstrates that a theological articulation of women’s growth provides not only a solid theoretical foundation but also practical guidance for cultural and social policymaking, particularly in revising approaches within the Seventh Development Plan.
